Mrs. Jana Krimpe is an accomplished visionary in e-Government as well as in digital identity and e-signature technology. Previously her professional experience includes a role as an Advisor in the Office for two consecutive Presidents of the Republic of Estonia. With 15+ years’ experience in implementing innovative ICT solutions, she has earned a strong reputation for success in international circles.

In 2019 and 2018, she was named in the U.S. based One World Identity’s top 100 Digital Identity influencers global list. In 2016, the Financial Times and Google listed her among the top 100 change-makers. In addition to being the founder of B.EST Solutions, an award-winning leader in digital identity recognized by the likes of United Nations, OECD and NIST. Mrs. Krimpe is the head of the Mobile-ID Consortium and co-chair of the Global Alliance for National Mobile Identities (GANMI) established in Brussels. Additionally, the founder of the Supporting Women in TECH – “FEMMES DIGITALES” Public Association, chairwoman of the Estonian-Azerbaijani Chamber of Commerce. She is passionate about providing expertise based on the hands-on experience she and her colleagues gained successfully implementing and operating e-Governmental solutions.

Mrs. Krimpe’s commitment to supporting the continuation of this success is reflected in her endorsement of the country’s achievements through her involvement in various international forums (e.g. World Economic Forum, United Nations ESCAP). This work has expanded and re-defined how identity and signatures are managed digitally, and issued by governments fostering social, business and political development, has supported the creation of a seamless business environment and a holistically connected society.

Due to this, she is also a welcomed speaker and panellist having presented in major events around the world and has made a contribution to the several global and national reports as an expert (UN expert for Paperless Trade and Transport in Asia and Pacific).


Ivar Tallo (1964) is the founding director and the Board Member of e-Governance Academy.

Before that, he was a Member of Parliament of Estonia and Member of the Parliamentary Assembly of the Council of Europe.

He has also worked as a Foreign Policy Advisor to the President of Estonia and he has been lecturing on public policy and public administration at Tartu University.

He was the author of the Basic Principles of Information Policy of Estonia, Code of Conduct for Civil Servants and co-authored Public Information Act. He was rapporteur of the Parliamentary Assembly of the Council of Europe of the Cybercrime Convention.

Since January 2007 he worked as a regional ICTD advisor for the Bratislava Center of the UNDP and 2007-2009 he was seconded by Estonian government to the United Nations Institute for Training and Research where he was the manager for the e-governance programme.

Ivar Tallo has been promoting the use of the information and communication technologies for the public sector leaders, first in Estonia, and subsequently in the Central and Eastern European countries, Balkan states, the CIS, the Arab countries, India, Malaisia, Thailand and in Africa.

He has given e-gov and digital development lectures to Presidents, Cabinets of Ministers, Ministers, Speakers of Parliaments and MPs from around the world.
During last 10 years he worked as team leader in EU financed project Transactional e-Governance Development in Armenia and as a Resident Twinning Advisor for the eGovernance in Georgia (II) project.

He has led e-Justice component of the EU Pravo Justice project in Ukraine and created the methodology for assessment of digital developments for the Digital4Development project of the EU. Currently he is advising Botswana and Kazakh governments.


Selma El Karim is a renowned digital governance expert.

She has a degree in international business relations, and extensive sales experience in East European, Middle East and African markets. A skilled negotiator and a superb communicator.

She also works as a backstopper for chosen projects, where she works on promoting efficient working practices, knowledge sharing, project and task management and internal communications.


Aare Lapõnin is a recognised e-Governance expert and an IMF trained TADAT assessor. His global expertise lies in business process modelling, public finance IT modernisation, and development and management of software products. Aare is currently modernising several tax administrations in Europe and Africa and managing the development of several business environment products. Aare Lapõnin is the CEO of FiscalAdmin.

Ali Alasiri is a seasoned technology executive with deep experience across the public and private sectors in the areas of digital transformation, strategic planning, and growth. Over a career spanning 20+ years, he has worked across the Middle East and North America with large corporates, start-ups and government institutions to help them plan and execute on mission-critical changes to their operating infrastructure and corporate strategy. He was the former Director General of eGovernment Program, he spearheads the Digital Government initiative – one of the cornerstones of the Saudi Arabian government’s priority to digitize the public sector, some of the key accomplishments he has overseen are:

• Planning and implementation of a digital strategy that eradicated the use of paper and transitioned to a fully digital ecosystem capable of providing 4800 services across 522 agencies
• Conception and launch of the GovX Center – one of the nation’s premier innovation hubs that funds and scales emerging technologies created with the intention of promoting citizen welfare
• Enabled the government to adapt and react quickly to the COVID-19 public health crisis by moving its employees into remote working capabilities and students nationwide into distance learning facilities
• Led the regulation and bylaw update to reflect the new digital government strategy actions and was the committee head for establishing the Digital Government Authority in Saudi Arabia. Mr. Alasiri is also an active member in GCC eGovernment committees, world bank cooperation and United Nation, UNDESA, for EGDI Index reports.

Beyond his operating expertise, Mr. Alasiri is well-versed in matters of corporate and institutional governance, and currently sits on the Boards of the National Centre for Health Information, General Authority for Statistics, Al Madinah Region for Development Authority, Tamkeen Technologies, National Centre for e-Learning and Saudi Center for Economical Business.

Prior to eGovernment Program, he was the Chief Executive Officer of Primegate and Cloudbuilders Technology (later acquired by Primegate), where he headed all aspects of sales, P&L, growth and operations for both companies that served to pilot digital transformations from legacy systems to the cloud, as well as provide other enterprise software and telecommunications solutions. Before his entrepreneurial ventures, Mr. Alasiri spent 14 years with Juniper Networks, Saudi Telecom Company, Cisco and SNC-Lavalin, working in progressively senior capacities within engineering, project management, sales and account management.

• Mr. Alasiri holds a Bachelor of Science in Computer Engineering from King Fahd University of Petroleum and Minerals and is a graduate of the Positive Leader Program from the University of Michigan’s Ross School of Business. Mr. Alasiri also hold an executive certificate in Strategy and Innovation from Massachusetts Institute of Technology, MIT. Mr. Alasiri also is an active board member who holds an executive certificate and license from INSEAD business school as an International Board Director.


Utku co-founded Forte Partners, an innovative consulting and solutions company in 2018, and currently leads its advisory team addressing business challenges with unique, robust data-driven methodologies.

Utku started his career in Peppers and Rogers Group. In 2008, he co-founded Forte Consultancy Group which became one of EMEA’s leading independent consulting companies, served more than 60 clients, and was acquired by EY in 2016. After the acquisition, he joined EY MENA and spearheaded various strategic initiatives during his two years tenure.

Throughout his 17+ years of management consulting career, he has led large-scale consulting projects across a wide range of sectors; including finance, telecommunications, government, retail, automotive, and e-commerce. In addition to his experience in the Turkish market, he has worked in the Middle East, Eastern Europe, the Caucasus, Sub-Saharan and West Africa, Southeast Asia, and the USA.
